Okay, I feel like the reason he dotes on her and does all this for her is it’s the best way he thinks he can help his son. I may be wrong but that’s how I see it. ┗( T﹏T )┛
Same like people see his son as a monster or cursed so for a person who was engaged to Blake by force to take care and give him affection. I'm sure she's clearly gained his respect and trust. He might've expected it to be a loveless marriage until Ancia showed up reporting how the kitchen servants don't even feed his son properly along with the head butler or whoever else got fired.
Overall the emperor wants Blake to receive affection he never had chances to give and respects and dotes on Ancia for being someone that cares for him even though he's cursed
