You might wanna reread.. Shuraka already had the eye of Natam from the moment he was born (unlike all of his brothers who got it only after the first time they spread their seed). So he killed his brothers with/already having it, not without it.
Jakar doesn't have have a child but he has the eye, Nashid's son doesn't look old more than 7 or 8. Which means he was also born with the eye as we all saw in the first 6 chapters.
Nashid's son was first shown on ch. 25. The page is cut here, but he doesn't have the eye. So no, Nashid's son was not born with it. "spreading seed" could mean doing the deed for the first time, not necessarily having kid. (fr I suggest a reread, defo worth it)
