If chapter 29 said he turned a legal adult a year ago, then he’s at least a year over the legal age. So it wouldn’t make sense for him to be 17. Minimum age he’d be is 19 right now
I just looked it up online and it says the legal age in Korea is 19 years old. So even if he was 18 he would be considered a minor and be called that there
