It's about coworkers who work for a government/company type place. Coworkers are paired up by the government to have sex.
So the uke and seme are paired up. When they do it, the government has speakers that tell them what to do. After they have sex, the uke later ignores the seme for years. Then, to the present of the manga it shows how the uke wants to pair up again.
The uke has black hair. In the government, his role is assassination through seduction techniques. He acts cold and is a huge tsundere. He's always liked the seme since his initiation into the company.
The seme has light hair and is tall and muscular. He is easy-going, considerate but also sometimes rough. He thought the uke hated him for years.

Worst mangas: it's difficult to choose since there are a lot.
Common mangas: any manga with rape + humiliation + torture.
Aside this, some of the Nishin works (see link provided by Kissumi above) are among the worst, but they're from a "particular" field since they depict guro, gore and bestiality etc. The art of this author is often gorgeous or realistic, but they decided to exploit some very dark/horrific themes.
The "weird" and weirdest go to Honey QP, where my rare attempts to read their works never work well, it's just too weird and the art is among the worst.

Honey QP is the festival of anything and everything mixed (fucked) together, only missed is tables and chairs... and even that... I don't know where she finds the inspiration and motivation to draw such things, but seems even HQP has a public.

Sometimes I'm afraid that Fukushima and its nefast consequences have something to do with the brain of some authors, to pond such weirdness.
I don't remember the name, it's something I read years ago.
It's about two brothers that take a train and end up underwater? They're met with a bunch of mermaids then are actually prostitutes, and one of the brothers falls for one of the girls. I think there's only one other boy there, a kid born with a fish head that initially the brothers befriend, but something happens and fishhead goes apeshit and starts raping all of his sisters (including the girl the brother likes). He ends up impregnating them. One of the brothers, I think, eats one of the babies (I think that was what fishhead was doing, too), and gets powers to defeat fishhead.
Once all is said and done the boys end up back on the train.

Yeah, such a tragedy that was Hiroshima and Nagazaki, and we got the Fukushima disaster now also, which links its radiations to the whole Pacific ocean and through this to other oceans... Infortunately, not only Japan is concerned anymore, but this is another topic..
I think they would still produce anime, because Japan was already pretty modern before WW2 and comics were part of their culture.
