I have a hard time thinking that Julg ever had a chance, or that Julg really believes that (he is 100% deluding himself if he does). One thing that has been established about Caius is that he is 100% honest in his feelings. In their first meeting, he took one look at Koichi and was completely enamoured, 100% down and he didn't hide that fact. Caius never showed that kind of reaction to Julg once, and there was nothing really stopping Caius from confessing to Julg if he did have some kind of feeling toward him. There is no 'what-if' for them. It was never going to happen.
Julg's actions and feelings are entirely selfishly motivated. It's only about how Caius makes him feel, not what he has to give to Caius. Koichi's actions and feelings have been selfless. It's about what he can do for Caius and his people, and wanting to be an equal partner in their relationship. He's sacrificed so much for Caius, but found happiness and love in his choices. Julg didn't sacrifice anything, he destroyed everything. He actually shows that he doesn't love Caius at all, since he has no regard for his feelings or well-being.
