FROM WHAT I UNDERSTAND: incheol's job here is to advance the redevelopment plan of the area his boss sent him to. the boxing gym plays a very important role towards this. pyeonghwa owns it but doesn't really want to give it up. incheol could have used to his usual ruthless methods of getting stuff done (literally "bulldoze" over it like his boss and the colleague said), but his boss did tell him to not do that (see the private breakfast he had with her). i think you can start to see here what his boss is doing to him. she holds near complete control over what he does (especially when he's the one who gets his hands dirty for her), yet simultaneously doesn't give him any support or help, while pressuring him into somehow advancing the plan by words like "only you could do it". we don't know why, but it's kinda like she's waiting for him to either self explode, or somehow finish a task he has called "impossible." not to say that incheol's only a victim in this situation as he himself is directly responsible for her rise in power (see "i gave that woman wings") and benefits from that status and power by aggregate. it's a pretty complicated situation all around and no one is a decent person in this.
