She sure can talk, but the way of her speaking can't be explained by her intelligence. Even most adults can't talk with that manner. We know she is reincarnated, but her family and others don't. When you see a baby floating in the air, u don't usually say, oh she can use telekinesis or maybe magic, such as a talented child. No, u think some unknown phenomenon that cannot be explained by logic is happing to her and u may be scared as well. This situation is just like that.
