It is weird but I'm pretty sure the same thing happens with Chiyoung. I guess their animal instincts are much stronger when their in their beast forms. Though our mc's beast form is definitely not a puppy but just a small breed.
I think it's both to make him cuter to the audience and cuz he's never really had a childhood. People with difficult childhoods have a tendency to be a bit more childish than they should, not cuz they want to or are spoiled, but cuz they unconsciously lack that safety even as adults.
