I love this manga honestly Usagi is my favorite character. In the chapters yes her intellectual property was lacking but she was maturing throughout the book. She had her moments an she learned from them. Try looking at it from her perspective, granddaughter of the elder. A semi-sheltered life struggling with pressure from the other villagers. I love how she became strong when the 'war' ended. It did break my heart when she saw everyone die. I've read this manga more than 5 times and I have to say it never gets old. My personal opinion is that this manga is anime ready,because of its use of indirect messages. Usagi really progressed from a dunce non ninja girl to a strong one with a little stupidity here and there. I also agree that her intelligence was a little stretched, but its all for the purpose of her character. I can truthfully say that if this manga became an anime I would recommend it for when we want to be angry at a protagonist who struggles to much, to cry and laugh about it later on. This manga is a must read for those who like seeing a main character develop thoroughly.
