while reading the manga i got the vibe hirose is probably gay but just not into nakamura (yet). i mean hana is the one that confesses to hirose not the other way around. even when they're dating we don't see any sign that he's actually into her. when she visits him in his classroom he gets annoyed at her which is quite out of character for him then she dumps him after a couple of days because she finds him "dull" which is also out of character for him. afterwards he tells nakamura that he and hana didn't click and that "its easier to talk to a guy". on top of that the way he acts around otogiri like i refuse to believe that's purely "admiration". what oomori has for otogiri is pure admiration but hirose is definitely more than that. the way gets all blushy and giddy around him and even asks for his number. plus that scene when they're at the aquarium and he tells nakamura he doesn't like to be around takeuchi because he always talks about girls and talks dirty.
Yeah, I wonder if the people commenting “he's straight!!!” below, like it was a confirmed thing, even read the manga because Hirose’s sexuality was ambiguous. There was nothing to imply he was straight. They're probably just stereotyping because he's a boy next door type who likes typical boy stuff. I agree with you. I don't think it's unlikely that he is attracted to guys, especially given his interactions with the teacher. But yeah, it was pretty obvious he didn't feel that way about Nakamura.
I think the anime plans to give closure to the relationship between Nakamura and Hirose, as the manga ended abruptly and didn't give us that closure, which is why they decided to move Hana to the end of the story. Even though we don't know for sure what Hirose was going to tell Nakamura, I'm pretty certain he was going to tell him he just got a girlfriend, but stopped himself because he didn't want Nakamura to feel bad (after Nakamura told Hirose he received no chocolate). I don't know if she confessed to him like in the manga, or if they changed it so he confessed to her. It might've been him, since he told Oomori he had something to do after school, or maybe she had told him to meet her after school to confess to him. Anyway, I think that scene at the lockers, with him blushing away, is to establish that he has feelings for her (as you said, in the manga it's unclear whether he truly reciprocates her feelings despite accepting her confession)
With the minimal interactions Nakamura and Hirose had in the anime, even in the anime original content, it was obvious they weren't going the romantic route. I think the “BL” tag was making us focus on romantic development when the anime’s focus was Nakamura’s personal development. I think it's really just a story about the lived experiences of a gay teenage boy, and Hirose is not there to be a love interest but to act as a catalyst for Nakamura’s character growth.
