While the other is more buff and in that world is not technically considered human they're like part animal of the sorts. He's also tan if I remember. Please I've been searching for it and can't find it.

Blue haired guy is sleeping with tan skinned dude, even though it's considered taboo because tan skinned guy is part animal and not human. I think there is a fighting ring at one point, and the tan skinned guy might have been part bear/tiger. I can't remember too well, just that he was a predator species.
