Hiro was weird because he got excited seeing Shiro cry. But he never wanted to give in to the temptations. He lost control once so he left his hometown and decided to stay there. Now coming to Shiro. He grew up with hiro protecting him. Even though he could do his work but still relied on hiro out of habit and a desire of not letting him go. So even though he knew hiro like to see him get hit he didn't budge. Shiro was manipulative and possessive. And I think he somewhat made mio push hiro towards him.
In my opinion it's actually more like Hiro is the superior one here, knowing how to control Shiro to get what he wants
+ we can see Hiro on the cover so he's actually the manipulative one
