If we think with the minds of royalty in ancient times, if Shuraka had allowed his brothers to live, they could've sent assassins after him, poisoned his food and drink, started rumors and propaganda about him being a weak Padishah. Basically made him look bad to anyone and everyone - even to Tei despite Tei's obvious distance from him - which could've had him dethroned or dead whichever came first.
Rulers in Ancient Egypt would keep their most trusted advisors and confidants close. They gave them favored positions that could elevate those people from being in low to middle positions to those of a high rank.
In the end, he isn't a murderer - he was just doing what was expected of him.
Well yes but in that case it's the same for killing his concubines lover. If word got out that the King's concubine had a lover it would mean he/she was not being satisfied by the king, which, would lead to rumours such as impotence and weakness.
verility at the time was very important for the the purpose of heirs, especially at the time of important succession such as true monarchy. So in either case he's not a murderer he is simply avoiding revolt due to rumours.

I mean, you're right in that regard. But the concubine sleeping with someone who wasn't the Padishah was expressly forbid as well, so it's really a catch 22.
If the Padishah doesn't have heirs during his reign yet has plenty of concubines, why hasn't he fulfilled his duty and produced heirs from them? On the flip side, why did he call for Tei, his Shahbanu, so long after he'd established his rule? As the Eye of Natam, he should've gotten the babies going pretty quickly yet he saved himself for Tei which is unlike how traditional power structures work even in the animal kingdom - especially lions.
If we were to look at the concubines, all of them (or some of them) had produced heirs for Shuraka's father, and yet, they seem unaffected by what he did. Killing one of them must've scared them enough to not question him or they'd all decided their life of luxury far exceeded their love for their children; either way, they didn't seem to care about Tei being Shahbanu except for Rhyvann (I think that was the pink-haireds name) who must've read the uncertainty in Tei's body language or expression thus deciding to make a play for his position and force Tei into the harem instead. He did that by sleeping with two separate people in hopes of making Shuraka jealous enough to want to sleep with him himself, but ended up playing himself for a fool instead by not knowing just how deeply Shuraka's feelings ran for Tei.
In the end, we saw what happened. Whether Rhyvann keeps trying to make a play remains to be seen, but until we find out, it's safe to assume he'll become a background or secondary character we don't really see.
