I still doubt where Ilya and Misha lived, it could have been set in Russia and an error from the author not doing proper research or set in United States. I think it would have been out of character for Ilya to proposed to Misha, since Misha was such a young lover he submitted to him (you feel lot of regret vibes from him), but he wanted Misha to have his heritage cause he hated his family and wanted Misha to live a proper life. But I'm sure D.O live in France, cause it's close to Germany where he went to see Callo race and because of all the french you can see.
