Teagu is not a pedo,back then he felt sorry for YW and his behavior is pretty much how an older person care for a child despite no familial connection,he felt guilty cuz the path he chose had led him to a child being abused and cannot do anything about it directly. Reading the story i see his sentiments for YW evolt over the year, to me it was brotherly care for kid YW, and as the kid become an adult it becomes something more, if he has feeling for adult YW its not sth to look down upon.
Plus, if i happened to see a child cover in bruises with noone around to care for him I could be swayed by shock (emotion) and grab his/her wounded limb like "what happened to you?! Tho i know i supposedly,as a stranger,should not,but again i dont have bad intention and i stopped right there,its simply out of shock like omg why is this happened to a child.
Back to Teagu,he almost grabbed YW's leg to check, not out of perversion,but what he witnessed has put him in shock but quickly the understanding of his position has turnt his emotion down and hes stopped.Later,if hes a pedo with regconition of his unwell mind he'd try to stop interacting with YW but he didnt and maintain his care for YW even till now,maybe as he simply never had that kind of attraction in the first place to YW
