He knew from very the first time that todo's friends actually fine with his 'problem', and when shisou found him in the shower, todo lowkey telling him what his problem, and by time pass, he tell shisou about all his problem. But what did Shisou do? He keep silence, he didn't tell todo that his friend fine with his problem and keep playing like he is as same as him. He already had intention to dominate todo in the first place.
