Honestly, this was exactly what I was thinking. Without Guwon, everyone on their own is pretty weak. There could also be a power struggle that breaks out. They would also have to go and get supplies themselves which means people would continue to die. If someone else finds out about the town, they are all vulnerable to attack. I understand that he wants revenge, but the best course of action would be to teach him not to kill people. After all there are small children, creating chaos when they have no clue how to defend themselves long term isn't a smart call.
They could work on expanding the town to accommodate more people and fix the mindset that only the people that are necessary should get to stay. I mean it wouldn't be hard for him to eventually convince Guwon that death shouldn't be the punishment for stealing or losing something.
