In the past the Lunas/Omegas have no rights basically right? Lee Muhan fell in love with the past Ja heon who is a luna. Lee Muhan promised that lunas would get treated better and protect Ja heon.

So here's the theory part. I think someone from the Kang family (maybe past Ja heon relatives) told Lee Muhan that he can create something that will help omegas. The catch is he would need to be a God and go through suffering (torture). Therefore making the Kang subsidiary 'sinners'

Monster Mugo mentioned that he didn't want continue suffering anymore and he's frustrated that he can't keep his promise further supporting this theory.

So yeah! I wish this is really the case cause I wouldn't be able to accept if my other theory (that Ja heon was the one who made Mugo a God and caused him suffering) was the true lore. ╥﹏╥

I just don't understand why he won't take the stupid money/credit card. he's afraid that taking it would give the top reason to collect the money like some loan shark. The top would do that even without the money???? He's scared of him killing him but disobeys him??? Where is the brain? Where is his survival instinct?
