It wasn't rape since he asked twice and the uke did give his consent. Also the uke invited the seme first. HOWEVER i do think the seme was unnecessarily forceful and pushy, he could have slowed down when the uke said so... :/ The uke also said to stop, he could have stopped then. But i think every uke tells the seme to stop cause of the embarrassment and stuff so idk about that...
