I think it's implied that he might do, but he may not have realised it properly. Or moreso that he definitely liked him but never thought to give it a name because he'd previously seen queerness as something normal that you don't have to think too hard about. As the other reply says, it's probably not important whether or not it's romantic - but I personally do think that it's implied.
