If and only if, I had money, and able to buy online manga/manhwa/manhua, where can I buy? I want to buy and have it downloaded and can be read offline outside of any app. Is this realistic or are we bound inside apps only?

If you want to do it legally then it's inside apps only pookie. This is due to licensing/copyright issues so that also means they can it off the shelf any time.
If you want something offline that truly belongs to you, physical media is the way. The disadvantage of this is that there is limited selection available out there. Don't expect to see the non-popular ones at your local bookstore.
Either way it's always good to support your fave artists if you can
