1. It should be the other way. Paypal will convert the price in Usd into your own currency and that's what you're going to be charged.
2. Yes. However from my own experience it's cheaper than what my bank charged me.

Based on common knowledge, they will convert the usd to your currency and then deduct that amount in your currency in your card.
Paypal does have a conversion fee. And I heard it's quite high.
So I tend to use visa card instead...

Sorry I don't know much about the payment but I don't see a PayPal option there. There are only alipay, Visa, etc.
