Most scan groups have staff still in high school and college so they don't have a lot of free time. Unfortunately that means slow releases or a lot of dropped projects. A translator doesn't have to have perfect English to translate either. As long as they can translate Japanese/Chinese/Korean into English so that it's kind of understood the proofreader will go through and make it sound better.
