First of all, the emperor takes away the exemption he gave to the mom's son. Then told the mom some time later that he'd give the son exemption back if mom and son both participate in the non-ability extermination and the mom agrees. But the son does not want to do it ( I feel so bad for him throughout the story, he's such a good kid) and the mom's husband takes the son and their newborn baby and runs away from the mom in the middle of the night.
