The fact that you think people would just sit around and watch while a stranger drowns because "[how can someone be so] attached to someone they [don't know]" is absurd to me. It was a public pool. If you see someone struggling you should be helping them. It is not about being attached, it is about not wanting to see someone die!
Also, from the chapter that we saw, it didn't seem like he knew his past at that point, just that the pain stopped when he saw Seoyo. Just like with Seoyo, I think he too got his past back in pieces and not all at once.
