He feels guilty because he took the seal and gave it to the mayor even after the mom collapsed. He also feels more guilty because that left her son as an orphan. That's why he wanted to know about the cop who took him in so badly, but of course now we know how that went

The thing is he was a child at the time I don’t think he could have stayed in the house anyway. Obvs terrible thing to do bcs you just took away his inheritance (the house) but ultimately he would have ended up an orphan away from home with or without Incheol’s meddling.
To me it looks like Pyeonghwa being adopted by the cop was inevitable :((
