No he is not cheating, he met this readhead once in a while but at that times he wasn’t in relationship with Hyuk. After they started seeing each other Dr never kisses or sleep with the redhead.
This is maybe the first time where I felt a genuine connection between them. As long as I recall there was never a flashback chapter, so I wasn't sure about the development of their relationship, they should have shown us those kinds of things earlier, I would have enjoyed the confession part better.
