I sympathize with Hosu when he had foresight about the aftereffect of Typhoon and honestly as a human that lives in a country where more than 20 typhoons come every year, no matter how far you can see the future, it's really impossible to save such many lives. You can only be on standby or save people that can be saved unless the government can build infrastructure that can withstand typhoons, execute laws that are ultimately helpful during catastrophes and government leaders that really prioritize the welfare of the people.
One man can't change a calamity as big as typhoon.

Anyone that will stop reading after Wonho died, please continue. Wonho's death will be a big part of Hosu, Yerin and other members characters.
P.S. after reading past the Season 2 did I realize how heavy the responsibilities our firefighters carries and death will always be part of them.
P.p.s. Please don't treat Wonho's death as useless. He chose his path to save someone's life and that is how great a firefighter he is.
