I'm really surprised no one has mentioned Yamane Ayano. Her work is precise, clean, elegant and finished but also very expressive. And I'll add another vote for Scarlet Beriko, also Zakk's style is adorable. Love Zaria's rococo opulence.

But for sheer artistic gorgeousness, it has to be Toqa Q of Guilt Pleasure. A virtuoso.
