1. Sachie is the mother of Ia's child. its implied at the end of chapter 16 that the two shared a bed.
2. yes, ciel forgot he is an angel he has amnesia. by "return him to normal" jake is referring to ciel. he wants ciel to regain his memories and be who he was before the amnesia.
