22XX. A world where only the chosen ones are allowed to live in a city with umbrellas. Those who are not are forced to live difficult days outside the umbrellas, fighting against extreme weather.
An (Bottom), a resident outside the city, barely manages to survive by running a cafe with his sickly son. One day, he finds out that his and his son's IDs and health insurance have been canceled, so he contacts a terrorist organization and takes on a sniper job in order to recover them.
An erases all traces of his son's illness and starts a new life, and heads to the Third City. He successfully completes the sniper job, but there he meets 'Enrach Giltarea (Duke)'.
Enrach Giltarea, a representative figure of the city for a certain minority, a government spokesperson, and a representative of the Senate, is a person of exceptional beauty and eloquence. He brightens the city with bright lights day and night, but forces the people outside to conserve energy and save money.
The two seem like they have no common ground, but they actually had a brief meeting eight years ago. That memory still lingers in Anne's mind, and every time Enrak appears on the TV screen, he is thought of. However, as he tries to prepare a new future for his young son, the black hand of a terrorist organization reaches out to him... ...
