Seol Chungwon, an investigator at the Narcotics Investigation Division under the Korea Customs Service, was conducting an undercover investigation to track down dealers of "Pink Out," a new drug that recently began circulating in Korea, when he encountered Baek Young, a man who appeared to be connected to the drug.
