That is young. A child an and adult is a no go (between children is another topic) But if recall right is the age in most parts of japan higher. The local goverments seem to be able to make other laws. By the way I checked my country and depending on the circumstances the age of consent in my country is 14, 16 or 18 depending on the partner.
