Don't mess around with other people's feelings. If you don't like them and don't want to date them seriously, then say no. Don't waste everyone's time. If you want to give it a sincere go then say okay. But don't be a dick and string them along and stupid stuff like that. This sounds like something straight out of a manga but I guess the decision depends on how much you hate them and why you hate them. If they did something personal to you and that's the reason for your hating them, then I think you should reject the confession.
