The age of consent in Japan varies in two ways:
1) the law that decrees it at age 13
2) prefectural law which has often raised the age of consent to (16,17,18)
In some parts of Japan (like Tokyo), people can only have sex from age 17-18. Only a few areas in Japan keep the consent law to age 13.
