Does anyone else’s city/town make children pick up trash?

just saw a bunch of elementary students walking along the highway picking up trash. This doesn’t seem normal. There’s some nasty shit on the highway (soiled clothes, discarded drug devices, alcohol bottles, used condoms)
Does anyone else’s city do this?
