I'm just speaking from what I've heard about illegal manga sites (movie sites etc)(Please correct me if I'm wrong, I just heard of it, not a professional in it) , is that the creators can often not be able to sue sites as:
1) They need to coordinate with the legal system in which the manga / illegal site is hosted on... ummm. yeah. Sites often swi...... reply
