I think you would be more looking for western comics. Most of this site are manga, manhwa, and manhua representing Japanese, Korean, and Chinese people, culture, and ideas. But if you go on some of the apps out there like Tapas and WEBTOON I have noticed that they include other races.

I’m not here to have a conversation about race, but what the person who asked the question meant was anyone with darker complexion. Hence why they didn’t say “western” or “black”, they meant south Asians, Pacific Islanders, indigenous people, and more. I don’t know why I have to explain this.
