Can a drunk person consent to sexual acts?

They cannot consent. I hope I'm not going to have to explain why. When people are drunk, its harder for them to consciously decide or consent to something. And the drunk person could be coerced by another person to have seggsual intercourse even if the drunk person would not neccessarily want to.
