SO BASICALLY, i was sitting with my guy bf outside at night on a bench right (mind you, we were at a party) . Depends if he likes you, it’s easy to tell with guys. If he really wants to kiss you, he will if you give him an opportunity. I would know, pretty recently I had to desperately avoid a guy because HE WOULDN'T GIVE UP. If you like him then just confess. reply

He probably didn’t want to rush or unsure you wanted the kiss or not, give him a small sign that you allow him to kiss you

I think he was waiting for you to consent lol~ it takes two to tango, so if you ever want to and feel like he also wants to, go for it. Ambiguity of both yer actions made both of you hesitate.
