When is it "just anatomy and normal" Vs when it's obviously sexualisation?

Im talking about withered flowers or wtv. My views in the character is split, some people say "her proportion is just normal" And is misogynistic to say otherwise but some say it's no cus she's too skinny and stuff. So yeah, I've seen this in alot of characters where they fix the female character by making their boobs smaller who gets either hated or praised. What's y'all opinions?
