Well, in Puerto Rico, since we are a US territory, English is the second official language. We have to take English classes from the moment we start preschool all the way up to college, and it's not an elective, if you fail you don't pass. However, on a day to day basis everyone speaks Spanish. There's a lot of people here that even with 10+ years of English still can't speak or understand it, others understand it but don't speak it (though it's mostly because they're embarrassed by their accent). ヾ(❀╹◡╹)ノ~

What @Harmonia said except for a few differences.I live in the Philippines and our national language is Tagalog but we also have tons of different native dialects.

In Singapore, it is. But we also have a second language depending on your race or you can choose not to take it. We call the second language mother tongue.

In Indonesia, it is not. Just like Philippines, we also have our own national language which is Bahasa, tho English is thought ever since elementary school, but not widely spoken in every day basis.

English is an official language in the PH, i.e. it is used in government, media, education. It's also considered a second language instead of a foreign one. Our national language is Filipino, which is largely based on Tagalog, and we have more than a hundred languages, not really dialects since dialects are variations of a language. :)

In Bulgaria most people know English because it's studied in school. However, it isn't the official language and it's not spoken in our daily lifes. Our official language is Bulgarian. (=・ω・=)
