Summer is not a church witch. She doen't have a huge roll in the future except as convenient expo on how they find out usefull info without it being a plot hole. Because her power is to project scenes from the past.

Also, she was just scared cause from the perspective of the lower class. The witch union looks like the prince's personal harem. And with how "Nobility" are, this is normally the case. So basically to her, her mother was knowingly selling her into prostitution.
