I’d say it’s unlikely for him to also be reborn each time, cause he doesn’t change in terms of mentality. But I’d say it’s very much the case for him being a dere or at least a siscon.

I'm just speculating bc of her brother purposely falling and the way he said he loved his sister:
Is her brother a Dere? He is obsessed with his sister to the point where he kills himself if she gets married, or tries to live her life away from him. (On the assumption that he knew the drink was poisoned)
Also the three lives where she did nothing he still killed himself, so I'm just speculating but does he also get reborn each time?
I'm probably reading way too much into this, and he's probably just wanting her to be happy while taking care of him.
