In the 1st chap we would see that she wasnt fond of humans except the children and also one of the reason he would let her drink the tea is to solidify her views on the human. Let's say that gods logic is not flawed and that it makes sense to send her away even tho he loves her. When she keeps falling in love with a human...why wait until the 9th life? And why come down as a human when you are god?! The dude that can absolutely smash earth if he wanted to.

But he was in love all this time. But he sent her on earth and kept watching how she keeps on falling in love again and again. But he waited until her last life to confess and take her away.
