I wish people would stop saying the age of consent is de facto 13 in Japan. Almost all prefectures have their own laws about age of consent that take precedence over the national age of consent. For example it's illegal for someone over the age of 18 to have sex with someone under the age of 18 in Tokyo's prefecture. Having said that, I recognize this is a work of fiction. L
