Yeah, it's like some religious cult had braiwashed all the villagers for several generations. No one reacted the same way as them about Ivy being starless. It's like not such a big deal and definitely is not punishable by exile or death.
I just realized Ivy's og village is already under a lot scrutiny from far and near villages. I have a feeling the government or whatever controll the villages in that region/country, is already moving to take actions against the village. It's incredibly infamous...
