i mean yeah joe didn't ask for anything because he knows, but he definitely wants to pursue it he just knows he can't because of ian and tj's history.
honestly you can kinda blame ian PARTLY for joe's feelings getting hurt. because joe did tell ian he liked him, and ian did say it back even tho they didn't say anything about a relationship. and then ian starts being kinda distant after saying something like that, so obviously this makes joe's thoughts wander.
actually i think we all are aware of ian getting hurt bc of tj. they shared so much history and went through a lot together only for tj to end up choosing the gang over ian who's obviously someone he loves, is attached to, and really obsessive of. that makes it even harder for ian, who definitely hates how he can't let go of tj because he knows tj loves him but still didn't choose ian after all they went through. even when ian was planning on leaving the country at the start of the story, he was still thinking of tj and about how much time it would take for tj to move on. he was thinking "3 years would be enough" for him to disappear. it's like all his actions are dictated by his love, guilt, and attachment to tj it's so sad.
Jo is not even pursuing anything lol. The dude never ask for anything cause he's well aware of his situation. If jo is getting hurt that's obviously on him so no one is blaming anyone for that. Meanwhile no one is ready to talk about Ian getting hurt cause of TJ. Poor Ian.
