Y’all seem to forget that the right to forgive the person who wronged you lies with the person who was wronged, aka naoto. Naoto knows he wasn’t wrong but he also understands that Hazuki had not meant what he said at all, he forgives Hazuki for his fault and also feels empathy. They had a fight as a couple, Naoto probably feels that he reacted childishly in return to hazukis childishness. Hazuki also reminded Naoto that none of this was fault and he did not have to apologize.
