Do they also add a year when they're born, or something? I remember hearing that Koreans are a year younger by Western standards. 20 seems like a better time to start calling someone an adult compared to 18! I know I was pretty dumb until at least 20.
It used to be the case that Koreans were considered one year old at birth because they counted the time from conception, but they recinded that law a couple of years ago so its no longer the case

I imagine it was a bit confusing for travelers/don't business internationally etc!
Just a reminder that in Korea, you're classed as a minor if you're under 20. So he's not actually a minor, it's only by korean law
